The Assam Civil Service Commission was established by government decree on April 1, 1937. of the India Act 1935 under the first presidency of James Hezelett, a retired London ICS official. Five other officers, mostly retired ICS officers, served as President for various periods until the passage of the new regulations in 1951, following Mr. James Hezelett. When it became the Republic of India, the Rules of Business of the Commission were promulgated by the Governor of Assam using the powers conferred on him by Article 318 of the Indian Constitution and came into effectF. 1 September 1951.

Also in the same year the Regulation (Limitation of Duties) of the Assam Civil Service Commission was issued, exercising the powers conferred by the provisions of Clause II of the Article. 320 of the Constitution. Shri Kameswar Das, a well-known educator from Assam, was the first unofficial chairman of the commission after the promulgation of the APSC rules in 1951. He held this office until July 1952.
