As an intervention program, it began in 2002 and the SSA operatedfrom2000to2001[1]. However, its roots go back to 1993–1994, when the District Primary Education Program (DPEP) was createdtoachieve the goal of universal primary education.

TheDPEP covered 272 counties in 18 states inmultiplephases. The program expenditure was divided between the centralgovernment (85%) and the stategovernments (15%). The centralpart was funded in1 by a number of external agencies including the World Bank, the Department for International Development (DFID) and UNICEF.[4] In 2001, more than $1.5billionwasearmarkedfor the program and 50 million children hadbenefited.

In assessingthe impact of the Phase I DPEP, the authors concluded that its net impact on minority children was impressive, while there was little evidence of an impact on girls’schooling.However, they concluded that investingin the DPEP was not a wasteoftimeas it introduced a new approach to primary school interventions in India.
