Himachal Pradesh became a state on January 25, 1971. Prior to this date, the function of Civil Service Commission for positions related to civil service and Union land affairs of Himachal Pradesh was performed by the Civil Union of Civil Service Commission under Section 315 of the Constitution of Himachal Pradesh India.
Therefore, it was the state’s responsibility to set up its own civil service commission. However, since the State Civil Service Commission could be established at the same time as the establishment of a state, the Union Civil Service Commission, at the request of the Governor of Himachal Pradesh and with the consent of the Indian President, agreed to serve the needs of Himachal Pradesh pending the establishment of the State Civil Service Commission or for a period of three months from 25 January 1971, whichever is earlier.
The Regulations of the Himachal Pradesh Civil Service Commission (Membership) 1971 were exercised on 8 April 1971 by the Governor of Himachal Pradesh within the powers conferred on him by Section 318 of the Constitution of India.This statute provided that the Himachal Pradesh Public Service Commission would consist of a chairman and two members appointed by the governor.
