In 1923 the Government of India established the Civil Service Commission to study the salary structure of the Indian civil service and the possibility of delegating some responsibilities to the provincial services. The commission consisted of five English and four Indians and was headed by Viscount Lee of Fareham. The commission also discussed the pace of Indianization of the Indian civil service and police force.
He set a tariff according to which the Indian civil service in 15 years will consist of 50% Indian members and in 25 years the same proportion of the Indian police.
The recruitment and control of their services was largely left to the discretion of provincial governments as they saw fit.Due to the discretionary powers of the provincial government, the Madras and Punjab governments have proposed the establishment of their own civil service commissions.
The Madras Presidency was the first province in India to establish its own Service Commission when the Madras Service Commission was established by the Madras Legislature Act in 1929. The Madras Service Commission began with three members, including the President. After the reorganization of the states in 1957, several state commissions were set up.
The Madras Service Commission became the Madras Public Service Commission, established in Madras in 1957.In 1970, when the state name was changed to Tamil Nadu, the Madras Public Service Commission was renamed the Tamil Nadu Public Service Commission (TNPSC).
