The first AIIMS was established in 1956 under the All India Institute of Medical Sciences Act1956[2]. On February 18, 1956, then HealthMinister Amrit Kaur introduced a new bill establishingAIIMS in the Lok Sabha.Initially it was plannedtobeincorporated in Kolkata,butafter the rejection of West Bengal PrimeMinister Bidhan Chandra Roy,theNewDelhibranchwasincorporated.

The Act established AIIMS New Delhi, then known simply as All India Institute of Medical Sciences , and gave it Institute of National Importance (INI) status. Amrit Kaur was India’s first MinisterofHealth.When the issue of funding the establishment of AIIMSin New Delhi arose, she was instrumental in securing a huge sum from the New Zealand government.

Over the yearshehassuccessfullyraised and solicited donations from international organizationssuchas the Rockefeller Foundation and the Ford Foundation, as well as the governments of Australia, West Germany and the Netherlands government. . In 2003, the Indiangovernment announced the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) initiative, which aimed to”eliminate regional disparities in the availability of affordable/reliable tertiary healthservices”.

This should be done through two main channels: thecreationof institutions similartotheAIIMS and themodernizationofstate medical schools.Although the announcement was made in 2003 during Atal Bihari Vajpayee’s tenure, the project was delayed due to the downtown power transition. PMSSY was officially launched in March 2006 and six AIIMS-type medical facilities were announced.

The six institutes begintheirworkinaccordancewiththe September 2012ordinance. The Indian Institute of Medical Sciences (Amendment) Act 2012 was introduced in the Lok Sabha on 27 August 2012 to replace thisregulation.The Lok Sabha approved the bill on August 30,2012, it was submittedtothe Rajya Sabha on September 3,2012[8] and enteredintoforce on September 4,2012. The law was published onSeptember13, 2012.
