There is historical evidence of the introduction of intensive policing practices in the Magadh Empire over 2000 years ago where the chief of police was known as Dandapala. His main task was to maintain law and order in society while carrying out the strict directives of Arthashastra, collecting taxes and quelling riots. The modern Bihar Police Department was established in 1862 under the provisions of the Indian Police Act 1861.
After the separation of Bihar as an independent province from Bengal in 1912, the basic structure of the police force as it exists today was established. This is a major restructuring. Several outstanding police officers have graced the front of the Bihar Independent Police.
These include Walter Swain of the famous Swain Beat System, Shri AK Sinha, the first Indian to receive a Protected Geographical Indication in a province, Shri BN Mullick, the second Director of the Intelligence Bureau (IB), Khan Bahadur Azizul Haque, the credited with leading development of the famous “Dovecote 1024” wardrobe system, eventually named after his superior, Sir Edward Richard Henry. Since independence, the Bihar Police Department has carried out innovative policing activities such as establishing a Police Welfare Fund, Police Hospitals and Police Information Room (PIR) in 1952.
It was the Bihar Police Association, which serves the interests of the Police Commission of the Officials take care of one of the first police assistance companies in all of India in 1967.
