The history of the Constitution of India shows that the concept of holding competitions for certain offices was introduced as early as 1853 and a commission to award these offices was established in 1854 under the presidency of Lord Macaulay. The Federal Civil Service Commission and the State Civil Service Commissions were established by the Government of India Act 1935.
The Bihar Civil Service Commission was formed in on 1 April 1949 following its separation from the Orissa and Madhya Pradesh Commission under Subsection (1) of Section 261 of the Government of India Act, 1935, as amended. Its constitutional status was declared with the promulgation of the Constitution of India on January 26, 1950. It is a constitutional body under Article 315 of the Constitution of India.
The Bihar Public Service Commission first began operating for the state of Bihar, with its headquarters in Ranchi in .The state government decided to move the seat of the commission from Ranchi to Patna, which was eventually moved to Patna on March 1, 1951. The first chairman of the Bihar Public Service Commission was Shri Rajandhari Sinha. Shri Radha Krishna Choudhary was the first secretary of the commission.
The Bihar Civil Service Commission Rules (Conditions of Service) 1960 were issued by the State of Bihar in exercise of the powers conferred by Section Notification Number s A-2654 dated March 31, 1953.In accordance with Article 3 of the Statutes, in 1960 the Commission consisted of a President and ten (10) other members.
