CCL has a glorious past. As the NCDC, it marked the beginning of the nationalization of India’s coal mines. National Coal Development Company Ltd. (NCDC) was incorporated in October 1956 as a State Owned Enterprise under the Government of India Industrial Policy Resolutions 1948 and 1956. It started with a nucleus of 11 ex-state mines (belonging to the railroad).

Until the establishment of NCDC, coal mining in India was largely confined to the Raniganj coal belt in West Bengal and the Jharia coalfields in Bihar (now Jharkhand) and some other areas in Bihar (now Jharkhand) and part of Madhya Pradesh (now also Chattishgarh ) and Orissa.
From the beginning, the NCDC’s mission was to increase coal mining and develop new coal reserves in remote areas, and to introduce modern and scientific coal mining techniques. In the second five-year plan (1956-1961) the NCDC was asked to increase the production of new mines and to open them above all in areas away from the already developed fields of Raniganj and Jharia.
During this time, 8 new mines were opened and production increased to 8.05 million tons by the end of the second plan. Although the company had built up a much larger production capacity, the Third Five Year Plan (1961–1966) could not be utilized due to weakness in the domestic coal market.
Therefore, it was necessary to reduce production and suspend the development of some mines, which had started at the beginning of the plan period. At that point, the NCDC’s share of the national coal production (67.72 million tons) increased to about 9.6 million tons. As demand for coal gradually increased due to the commissioning of new power plants and the development of other coal-based industries during the Fourth Five-Year Plan (1969-1974), NCDC production increased to 15.55 million tons in the final year of the Fourth Five-Year Plan, i. H. 1973-74.
