In order to integrate sport, physical education and youth welfare into the mainstream of the state education system, to encourage and promote sport, and to cultivate a sports culture, the state government made the necessary changes to the existing system and established an independent Directorate of Youth Services in July 1970. In order to promote sports culture in the country and cultivate available sports talents among athletes to achieve higher international goals, the state government announced its first sports policy in 1996, the first state-enacted sports policy of our country. The directive has been implemented nationwide. In 2001, after the five-year period had expired, the state government announced the second sports policy for a period of ten years.The focus of this policy was “Fitness for All through Sport”. Thanks to this policy, the plan for the development of sports infrastructure was implemented. According to this plan, the construction of sports facilities in all divisional headquarters, district headquarters and Taluka headquarters was started. As a result of this policy, the pool for athletes in government and semi-government positions was created. After carefully examining the results of the sports policy, the state government has announced a new sports and youth policy for 2012.
