Article 315 to 323 of Part XIV of the Constitution of India[1] provides for the establishment of a Public Service Commission for the Union of India and a Public Service Commission for each State[2]. The same articles of the constitution (ie Sections 315-323 of Part XIV) also deal with the composition, appointment and recall of members, powers and duty and independence of the Public Service Commission. The Union Public Service Commission (UPSC) conducts examinations for recruitment to the “All India Services” (AIS) and “Higher Central Services” (HCS) and advises the president on disciplinary matters.
