The origin of the Public Service Commission in India can be found in the Indian Government’s first dispatch on Indian constitutional reforms dated March 5, 1919, which alluded to the need for a permanent bureau to deal with the regulation of official affairs. This concept of a body primarily responsible for regulating official affairs found a somewhat more practical form in the Government of India Act 1919.

The recruitment and control of public services in India, functions which may be conferred upon them by regulations of the Secretary of State in Council. After the passage of the Government of India Act 1919 there was extensive correspondence between the Secretary of State, the Government of India and local governments regarding the function and mechanism of the body to be created.

It lasted more than four years.However, no decision was made and the matter was referred to the Royal Commission on the Senior Civil Service in India (Lee Commission). In its report of March 27, 1924, the Lee Commission recommended the immediate establishment of the Civil Service Commission under the Indian Government Act 1919.
