SAIL emerged from Hindustan Steel Limited (HSL), which was founded on January 19, 1954. Originally, the company was intended to operate a single facility that was under construction in Rourkela. Preliminary works were carried out by Ministry of Iron and Steel for Bhilai and Durgapur smelters. From April 1957 the supervision and control of these two plants was transferred to Hindustan Steel. Originally based in New Delhi.In July 1956 the company moved to Calcutta and finally to Ranchi in December 1959.

On January 29, 1964, a new steel company, Bokaro Steel Limited (Bokaro Steel Plant), was incorporated to build and operate a steel plant in Bokaro. MT Phase 1 at the Bhilai and Rourkela Steelworks was completed in late December 1961. MT Phase 1 at the Durgapur Steel Works was completed in January 1962 after the wheel and axle works started operating. HSL crude steel production increased by 1.58 tons (1959-1960) to 1.6 tons. The second phase of the Bhilai Steelworks was completed in September 1967 after the rolling mill was commissioned.

The last unit of the 1.8 ton Rourkel phase, the tandem mill, was commissioned in February 1968 and the 1stPhase 6 of the MT Durgapur Steelworks was completed in August 1969 after the furnace was commissioned at SMS. With the completion of the phase of 2.5 tons at Bhilai, 1.8 tons at Rourkela and 1.6 tons at Durgapur, the total HSL crude steel production capacity has increased to 3.7 MT in 1968–69, then up to 4 MT in 1972–73. IISCO was acquired as a subsidiary in 1978 and merged in 2006.
