Axom Sarba Siksha Abhiyan Mission (ASSAM) was incorporated in 2001 as a registered association under the Registration of Associations Act 1860 to implement Sarva Siksha Abhiyan (SSA) in Assam.The education of all children between the ages of 6 and 14 is a guiding principle of the Indian Constitution.

To achieve the goal of universal primary education (UEE), the government has a constitutional obligation (Amendment Act 86) to provide free and compulsory education to all children aged 6 to 14 and the State Education Policy (NPE) wording of Implemented in 1996 India has adopted a number of plans and programmes.

These include Operation Black Board (OBB), Shiksha Karmi Project (SKP), Andhra Pradesh Primary Education Project (APPEP), Bihar Education Project (BEP), UP Basic Education Project (UPBEP), Mahila Samakhya (MS), Lok Jumbish Project . , the Teacher Education Program (TES), which introduced a decentralized system of teacher support through the District Education and Training Institutions (DIET) and the District Primary Education Program (DPEP). In 2000–01, Sarba Siksha Abhiyan (SSA) was established nationwide in to ensure the universalization of primary education.
