On April 17, 1970, Indian Prime Minister Indira Gandhi announced the government’s decision to build a steel millin Visakhapatnam. Arevisedprojectemergedafewyearslaterthankstoan offer of help from the government of the formerSovietUnion. A detailed design report for the 3.4 Mtpa plant was prepared in November 1980 and a contract was signed with the USSR inFebruary1981 for the preparation of working drawings forthe coke oven, blast furnace and sinter plant .

The foundationofthe blast furnace Theplant was laid with the first mass concrete in January 1982. Atthe same time, construction of a local town[2]began. In the 1970s, Kurupam Zamindars donated 6,000 hectares of land toHutaVizag.The new company Rashtriya Ispat Nigam Limited (RINL) was incorporated on February 18, 1982. Visakhapatnam Steelworks was separated from SAIL and RINL becamea corporate unit of Visakhapatnam Steelworks in April 1982 and wasready to expand to 20 tonson a campus.Turnover in 2011-2012 was 14,457 crorerupees.
